At the end of the 19th century in Japan, a powerful family of Japanese oligarchs known as the Amatsukami built an artificial island over which they rule, creating a state within a state. They had high hopes of building the "Japan of the future" and educating young people: the central square of the island was dedicated to a high school. But as the years passed, the young rebelled against the oligarchs. Chaos reigns on the island, and terrorist attacks are not uncommon. Amatsukami Hidehiko, the last of the oligarchs, decides to change things. Using his charisma, but also more violent tactics, he goes to the troubled school to personally deal with anyone who dares to oppose him.
