| Gadem City is the most prosperous city in the world, run by the mayor, who had established a celebration for the 100th anniversary of Gadem City. Unfortunately, Lucy, the mayor's daughter, is kidnapped by Havel, leader of the Paulung-Tang mafia, offering millions of dollars to the city to finance her criminal activities. Gadem City is thrown into chaos, and the police are powerless to stop them. The mayor gives a press conference demonstrating his desperation in the face of the difficult situation, claiming that only a MIRACLE will save them. Thus, a mysterious hero sees all the evil that Paulung-Tang has caused and decides to confront them, that hero is Rocman X. |
