The game begins in 273 BC and places you as a Roman senator whose ultimate goal is to colonize as much of the known world as possible and maintain your power against other civilizations. You command a powerful army and can direct your generals to invade countries.

The game is turn-based and these turns are divided into phases, beginning with determining the economic situation of the population and tax revenues. It is recommended to maintain low tax rates except in times of crisis. The game then informs you of the status of your generals and offers you the opportunity to redistribute them to other parts of your kingdom.

Officers can rebel and start a civil war which is fortunately usually prevented. Attempts to seize land from other civilizations are more serious but they unfold in an orderly manner and include conflicts between other groups. Like every element of the game, these attempts are historically accurate and, therefore, their duration varies.
